Outline of the “Eleventh Five-Year” Urban Green Lighting Project

To further implement the Ministry of Construction's "Eleventh Five-Year" Urban Green Lighting Project Planning Outline (Jianchang City [2006] No. 48) and "Notice on Further Strengthening Urban Lighting Power Saving Work" (Jiancheng Han [2005] No. 234) And the Ministry of Construction and the National Development and Reform Commission's "Notice on Strengthening the Opinions of Urban Lighting Management to Promote Energy Conservation Work" (Jiancheng [2004] No. 204), and plan to supervise the lighting work of 22 cities in Xinjiang in June 2007 an examination. The relevant matters are hereby notified as follows:

First, the purpose of inspection

A comprehensive understanding of the implementation of the "Eleventh Five-Year" urban green lighting project planning outline, establish a long-term mechanism for urban green lighting, strengthen energy-saving awareness, and create a conservation-oriented city.

Third, check the content

(1) Since 2005, whether the lighting in each city is scientific and reasonable, and whether there is a phenomenon such as “image engineering” for urban lighting.

(2) Whether the urban lighting lighting rate and road lighting rate are up to standard (the lighting rate in Urumqi and Karamay is 97%, the road lighting rate is 100%; other cities are 95% and 97%).

(3) Whether the cities have completed the special plan for urban lighting according to the overall urban planning.

(4) Whether the urban lighting electrical products meet the high-efficiency and energy-saving standards, whether the non-energy-saving lamps have been reconstructed, and the energy-saving effects before and after the transformation.

(5) Whether the cities have formulated specific targets and measures for urban green lighting project construction in line with the actual urban development in accordance with the “Eleventh Five-Year Plan for Urban Green Lighting Project Planning”.

Fourth, inspection arrangements

Each city shall carry out self-inspection in accordance with the inspection requirements, and report the self-inspection report to the Autonomous Region Construction Department and the National Development and Reform Commission before June 30. On the basis of self-examination, the Autonomous Region Construction Department, the National Development and Reform Commission, and the technical and technical personnel shall form an inspection team. The city conducts key spot checks, mainly by listening to reports, consulting materials, filling out forms, and conducting on-site inspections. After the focus of the spot check is over, the inspection results will be reported in the district.

All localities should attach great importance to it, make serious self-examination and preparation work, and take effective measures to rectify the problems found in self-examination. The spot check time will be announced separately.

Urban green lighting requirements and standards

1. The urban green lighting publicity work is in-depth and effective. Leaders, engineering and technical personnel, management personnel and citizens at all levels have strong urban green lighting awareness, forming an atmosphere in which the whole people care about urban green lighting;

2. The overall planning and detailed planning of urban lighting has been prepared, approved and published in accordance with national regulations;

3. Urban lighting construction meets the requirements of urban lighting master plan and detailed planning;

4. The technical and economic indicators of the urban lighting projects planned to be built comply with the standard specifications of the national and national standard authoritative lighting organizations;

5. Implement unified management of all lighting projects in the plan, strictly implement the “one book and two certificates” (submissions, construction licenses and acceptance certificates issued by the competent department of urban lighting according to law), and scientifically standardize the management of urban lighting documents;

6. The urban lighting management measures and rules and regulations are perfect, and the intelligent lighting control and management of lighting equipment is implemented;

7. The load level, power supply voltage, control mode and grounding, safety and lightning protection of the urban lighting power supply and distribution system shall comply with the requirements of the national electrical standard code;

8. All lighting facilities are in harmony with the environment and the style characteristics of the objects to be illuminated, except for electrical, mechanical, sealing, temperature and humidity, waterproof, dustproof and scale requirements;

9. Urban lighting uses advanced lighting technology indicators, good lighting quality, remarkable energy-saving effect, green lighting new products without light pollution, more than 15% energy saving than ordinary lighting products;

10. Urban lighting construction is staggered, electricity and power supply and distribution facilities are guaranteed;

11. The urban lighting function is reasonably coordinated with the artistic style, cultural connotation and characteristics of the objects to be illuminated (buildings, structures, roads, commercial streets, square parks, advertising signs, etc.);

12. The use of colored light in urban lighting is scientific and reasonable, and it must not interfere with pedestrian vision, and is not confused with the color of traffic signs;

13. Urban road lighting (including the lighting of overpasses), taking into account the functional requirements, taking into account the aesthetics and decoration of lighting fixtures, light poles and related equipment;

14. The urban road lighting guide signs are obvious, the facilities are advanced, and they have good inductivity;

15. The light source of commercial pedestrian street lighting has high luminous efficiency and long service life. The general color rendering index of light source should be greater than or equal to 80, and the color temperature should be between 3000K-5500K;

16. The lighting of the municipal facilities of commercial pedestrian streets, such as telephone booths, newsstands, pedestrian leisure facilities sculptures, fountains and greenery, is significantly higher than the background brightness;

17. The atmosphere of public spaces such as city squares and parks is intimate and harmonious, and the general color rendering index of the light source is greater than or equal to 65;

18. The absolute illumination of public space does not affect the normal growth of trees and flowers. The illumination of green trees and shrub species is illuminated by cool white light, and the illumination of flowers is illuminated from top to bottom. The general color rendering index of the light source should be greater than or equal to 80;

19. Buildings, structures, sculptural pieces in public spaces, lighting schemes for creating lighting landscapes, and simultaneous design of landscapes;

20. The lighting scheme of the static water surface, fountain, stacked water, waterfall, etc. of the public space shall be simultaneously designed and constructed at the same time as the landscape of the waterscape elements;

21. The lighting of the outdoor working area mainly includes the parking lot industrial area, the construction site, the railway station, the taste of the parking lot, etc., in addition to meeting the respective functional requirements, but also to prevent light pollution, and can not cause light interference to the environment and personnel;

22. In addition to meeting the functional requirements of each district, the lighting of urban functional mixed areas should be comprehensively considered to solve problems in a unified way and prevent mutual interference of lighting;

23, the lighting method of the building or structure should be determined according to the characteristics of the object being illuminated, not simply using a single floodlighting;

24. Floodlighting is not used when the surface reflection of a building or structure is less than 20%.
