New and old industries must work together

Li Yizhong said that due to the intensification of deep-seated problems, structural contradictions, and new conditions of economic operation, the current downward pressure on China's economy is greater. However, there is a saying: old forces are weak, and new forces will be born, that is, the competitiveness of traditional industries is weakening, and the new power generated by emerging industries is developing. In other words, we are in the transitional period of transition, with both challenges and opportunities.

Judging from the effectiveness of structural adjustment, emerging industries are better than traditional industries. Last year, the added value of industrial enterprises above designated size increased by 8.3% year-on-year, while the value added of high-tech industries increased by 12.3%, which was 4 percentage points higher. In the first quarter of this year, the growth rate of industrial added value was only 6.4%, but the added value of high-tech industries increased by 11.4% year-on-year, which was 5 percentage points higher. However, judging from the composition of the total industrial economy, the proportion of high-tech industries is only 17%.

Similarly, new energy vehicles have seen their production increase exponentially in recent years, but they only account for 0.5% of all vehicle production in China. For example, online shopping, despite rapid development, only accounts for only 9% of total retail sales of consumer goods. .

“These data indicate that the transformation and upgrading of traditional industries and the accelerated development of emerging industries must be accompanied by efforts. The forthcoming “Made in China 2025” has proposed nine tasks for the development of manufacturing industries, including both traditional industries and emerging industries.” Li Yizhong said.

New technology is the soul of new industries

Li Yizhong emphasized that new technologies are the soul of emerging industries. “The 10 major areas of advanced manufacturing industry proposed by “Made in China 2025” are the development and refinement of seven strategic emerging industries in the advanced manufacturing industry. To develop emerging industries, we must first master core technologies and key technologies. Without new technologies, there will be no new ones. industry."

Talking about how to overcome key core technologies, Li Yizhong believes that the first step is to increase the intensity of scientific and technological research, focus on breakthroughs in the country's 17 major scientific and technological special projects, and form backbone industrial enterprises as a leader to form industry alliances to carry out common technical problems in the industry.

“Over the years, companies have been fighting each other, leading to low-level redundant construction, delaying the timing, and wasting resources.” Li Yizhong said that the most typical example is the battery of electric vehicles. At present, our battery indicators are still lagging behind, regardless of energy density. There is a gap between charging time and cruising mileage, which affects the marketization of electric vehicles.

Second, we must speed up the transfer of scientific and technological achievements and make efforts in industrialization and commercialization. At present, the conversion rate of scientific research achievements in China is only 30%, while in developed countries it is as high as 60% to 70%. It is necessary to vigorously advocate the use of innovative application mechanisms that integrate production, education, and research in manufacturing. At the same time, continue to increase investment in R&D. At present, China's investment in science and technology accounts for only 2% of GDP, and the R&D input of industrial enterprises above designated size accounts for only 0.9% of the main business income. It is necessary to improve and perfect the methods of use, not only to strengthen management and strict planning, but also to adapt to the characteristics of innovation.

Third, the implementation of the Internet + manufacturing action plan to achieve the digitization, networking and intelligence of the manufacturing industry. "Made in China 2025" is the action plan for China's first 10-year plan to build a powerful country. Its core content is to promote intelligent manufacturing.

Li Yizhong believes that the integration of the Internet and manufacturing industry must first achieve digital R&D and design. At present, the penetration rate of digital R&D design tools in China reaches 52%, and it will further increase to 90% in 2025. To this end, we must speed up digital simulation, three-dimensional fine description, ultra-high-speed computing, large database applications.

Followed by digital intelligent control. At present, the proportion of automated production lines in China's process manufacturing industry is 54%, and the key process manufacturing equipment is 28% in numerical control, and it should be increased to 80% in 2025.

Third, electronic information technology embedded products improve the function and added value, especially the development of basic parts and components, component assembly and OEM.

The fourth is the digitization and networking of manufacturing service systems. To use the Industrial Internet to find smart logistics, e-commerce, improve the social supply chain and sales network, and rely on big data market segments to carry out product innovation.

Manufacturing helps boost the rise of big countries

At present, with the popularization and application of new technologies, the manufacturing industry has gradually emerged two major characteristics: First, the advanced and intelligent manufacturing mode is deeply rooted in people's minds; second, the personalized and decentralized production methods have emerged widely.

“This change in the manufacturing industry will be an important direction for us to study in the future, and the Internet can combine the two together well.” Zhu Zhixin said that in this context, seize the opportunity of the future development of the manufacturing industry for China to come It is not a period of strategic opportunities but a window of opportunity. Opportunities are fleeting.

Zhu Zhixin also believes that enhancing competitiveness, especially the core competitiveness of the manufacturing industry, is the only way to achieve the goals of a strong country. Looking at the powerful countries of the world today, they all have a strong manufacturing industry. In contrast, those countries that rely on resources to develop, despite their high income levels, are hard to call power because of weak manufacturing. “At present, the new round of scientific and technological revolutions and the rise of industrial reforms have enabled new technologies such as industrial robots, smart manufacturing, and new materials to penetrate into all areas of society and economy. In this process, we should vigorously develop advanced manufacturing industries.”

Zhu Zhixin emphasized that in the process of developing manufacturing industry, especially advanced manufacturing, we must attach importance to the relationship between the government and the market, the relationship between independent innovation and technology introduction, and the relationship between comprehensive catch-up and key breakthroughs.

He suggested that the current development of China's manufacturing industry must grasp the direction of intelligence, service and ecological.
