Shanxi Lu'an Coal-based Clean Energy Co., Ltd. has entrusted the organization of an open tender for the project cost advisory service related to the clean utilization of high-sulfur coal in Shanxi Lu'an. Qualified bidders are encouraged to submit their proposals and participate in this opportunity.

2. Scope of Tender

2.1 Project Name: Cost Consultation Service for the Demonstration Project on Oil-Based Heating and Demand Utilization of High-Sulfur Coal in Shanxi Lu'an

2.3 Service Scope:

• Review and calculation of grouting anti-seepage projects during installation;
• Inspection and approval of the Zhaoan hazardous waste landfill project (decision-making phase);
• Final calculation and audit of the storage bin and transportation system project (decision-making phase);
• Pre-judgment calculation and verification for the second fire pool project (decision-making phase);
• Pre-judgment calculation review for the vehicle transport area project (decision-making phase);
• Final calculation review for the compressed air station project (decision-making phase).

2.4 Service Period: From the start of the project audit until the completion and settlement of the project.

3. Qualification Requirements for Bidders

3.1 Must have independent legal person status and a valid business license;

3.2 The bidder must hold a Class A qualification for project cost consulting companies;

3.3 Provide proof of no criminal record related to bribery, issued by the Procuratorate within two months prior to the bid opening;

3.4 This tender does not accept consortium bids.

4. Registration and Purchase of Tender Documents

4.1 Time: From December 13th, 2017, to December 19th, 2017 (Beijing Time). The office will be closed on Sundays. Office hours are from 9:30 AM to 11:30 AM and 2:30 PM to 5:00 PM (Beijing Time).

4.2 Required Information for Registration:

• A copy of the business license;

• Original power of attorney and the ID of the authorized representative;

All documents must be submitted as a set of copies with official seals for registration and purchase of tender documents.

4.3 The price of each set of tender documents is RMB 500, and no refunds will be given after purchase.
