Codelong Technology: To build an industrial cluster of Guangdong, Hong Kong, Macao and Dawan District and build an “Artificial Intelligence Grand Bay Area”

On January 15, the fourth session of the Sixth Shenzhen Committee of the Chinese People's Political Consultative Conference (CPPCC) was held in the Shenzhen Hall. Dai Bei, chairman of the Shenzhen Municipal CPPCC, delivered a report on behalf of the Standing Committee. The report emphasized that 2018 marked the beginning of implementing the spirit of the 19th National Congress of the Communist Party of China. Under the leadership of the Shenzhen Municipal Committee of the Communist Party of China, the CPPCC aimed to contribute wisdom and strength to the city’s pioneering efforts in building a socialist modernization zone. As a member of the Shenzhen CPPCC, Dr. Huang Dinglong, CEO of Codelong Technology, submitted a proposal at the meeting that aligned with the 19th National Congress' call for the deep integration of the Internet, big data, artificial intelligence, and the real economy, as well as the national strategies of "Yue Hong Kong and Macao Dawan District." In response to the current state of technological development in Shenzhen, he proposed several key initiatives: "Shenzhen should leverage its industrial advantages, focus on the large-scale application of artificial intelligence technology, and use AI to drive the integration of Guangdong, Hong Kong, and Macao. The goal is to achieve full coverage, integration, and application of AI across the region, creating an AI industrial cluster in the Guangdong-Hong Kong-Macao Greater Bay Area and establishing an 'Artificial Intelligence Dawan District.'" Huang Dinglong further elaborated on these ideas, emphasizing three main points: 1. Guangdong, Hong Kong, and Macao should develop AI industry clusters, avoiding redundant policies and instead working together through coordinated efforts to maximize their respective strengths in capital, talent, and industry. This would help create a large-scale AI "full coverage." 2. As one of China’s most innovative cities, Shenzhen has a unique software and hardware development ecosystem. It should make full use of industries such as manufacturing, finance, logistics, fashion, and textiles to empower traditional sectors with AI technologies, achieving "full integration" of AI across various industries in the region. 3. Shenzhen possesses the best intelligent hardware ecosystem globally. However, its manufacturing and AI hardware advantages have not been fully utilized. By focusing on "full application," there should be a stronger emphasis on integrating AI algorithms with hardware to build an AI + intelligent hardware industrial chain in the Dawan District. Establishing AI testing zones where companies can experiment with applications like unmanned retail, autonomous driving, and AI-based healthcare would accelerate the practical implementation of AI. In addition to these points, Huang urged the Shenzhen municipal government to introduce special policies for the AI sector to support innovation enterprises and attract top talent. He also stressed the importance of talent cultivation and recruitment in advancing the AI industry. Compared to Beijing and Shanghai, Shenzhen has historically had fewer universities and research institutions focused on AI. To address this, Huang proposed that the government assist AI companies in recruiting talent nationwide, helping small and medium-sized enterprises grow and thrive. Long-term, this would support the city’s comprehensive development and position Shenzhen as a global AI hub. Throughout history, Shenzhen has capitalized on emerging industries—Huawei during the telecom boom, Tencent during the internet rise. Now, with AI sparking a new wave of industrial growth, it is expected that Shenzhen will give birth to the next major AI company. Notably, at the 2016 Shenzhen CPPCC meeting, Huang first proposed the idea of "Artificial Intelligence: The Next Major Innovation Opportunity," delivering a keynote speech. Then-Mayor Xu Qin praised the proposal, saying, “I strongly support Huang Dinglong’s AI initiative. AI-driven data could become a disruptive force in the future, which is of great significance to Shenzhen.” Last year, AI was officially included in national reports, marking its strategic importance at the national level. As a representative from the science and technology sector, Huang continues to advocate for closer collaboration between government, academia, and enterprises. His vision is for Shenzhen to better utilize its industrial strengths, implement core AI technologies, and realize the broader goal of building an "AI-powered Greater Bay Area."
