Codelong Technology: To build an industrial cluster of Guangdong, Hong Kong, Macao and Dawan District and build an “Artificial Intelligence Grand Bay Area”

On January 15, the fourth session of the Sixth Shenzhen Committee of the Chinese People's Political Consultative Conference (CPPCC) was held in the Shenzhen Hall. Dai Bei, chairman of the Shenzhen Municipal CPPCC, delivered a report from the Standing Committee, highlighting the importance of 2018 as the starting year for implementing the spirit of the 19th National Congress of the Communist Party of China. Under the leadership of the Shenzhen Municipal Committee of the Communist Party of China, the CPPCC aims to provide wisdom and support for Shenzhen’s pioneering efforts in building a socialist modernization zone. As a member of the Shenzhen CPPCC, Dr. Huang Dinglong, CEO of Codelong Technology, presented a proposal that aligns with the 19th National Congress’s call for the deep integration of the Internet, big data, artificial intelligence, and the real economy, as well as the national strategy of the Guangdong-Hong Kong-Macao Greater Bay Area. Based on the current state of technological development in Shenzhen, he emphasized several key points to promote AI-driven growth across the region. Huang proposed that Shenzhen should leverage its industrial strengths by focusing on large-scale AI applications, using AI as a driver for the integration of Guangdong, Hong Kong, and Macao. He called for full coverage, integration, and application of AI across the three regions, aiming to create an AI industrial cluster within the Greater Bay Area and establish an “Artificial Intelligence Greater Bay District.” In his detailed discussion, Huang outlined three main strategies: first, encouraging the development of urban AI industry clusters among Guangdong, Hong Kong, and Macao to avoid duplication of policies and instead foster collaborative efforts that maximize each region’s strengths in capital, talent, and industry. Second, leveraging Shenzhen’s strong software and hardware ecosystem to integrate AI into traditional sectors such as manufacturing, finance, logistics, fashion, and textiles. Third, strengthening the large-scale integration of AI algorithms and hardware, creating an AI + smart hardware industry chain in the Greater Bay Area. He also suggested establishing AI testing zones where companies can experiment with applications like unmanned retail, autonomous driving, and AI-based healthcare. Additionally, Huang urged the Shenzhen government to develop specific policies to support AI innovation enterprises and attract top talent. He noted that while Shenzhen is a highly innovative city, it lacks sufficient university research institutions and targeted talent recruitment programs for AI. He advocated for more proactive measures to bring in AI professionals from across the country and support emerging AI startups, ultimately helping Shenzhen become a global AI hub. Comparing Shenzhen to Beijing and Shanghai, Huang pointed out that the city has historically lagged in AI research due to fewer academic resources. However, he expressed confidence that with the right policies and collaboration between government, academia, and industry, Shenzhen could lead the next wave of AI innovation. Notably, at the 2016 Shenzhen CPPCC meeting, Huang had already proposed the idea of “Artificial Intelligence – The Next Major Innovation Opportunity,” which received strong support from then-Mayor Xu Qin. At that time, the mayor acknowledged the potential of AI to be a disruptive force and highlighted its significance for Shenzhen’s future. Since then, AI has been officially included in national reports, reflecting its growing importance at the national level. As a science and technology representative, Huang continues to push for deeper collaboration between the government, universities, and enterprises. His vision is to help Shenzhen fully utilize its industrial advantages, advance core AI technologies, and realize the goal of building an “Artificial Intelligence Greater Bay Area” in line with the spirit of the 19th National Congress. With its history of innovation and entrepreneurial success—such as Huawei in telecommunications and Tencent in internet services—Shenzhen is well-positioned to become the birthplace of the next great AI company.
